Workshop director Zhang Chuangye felt relieved when he checked the list of returning workers in Deqing County, east China's Zhejiang province.

"We arranged five buses to pick them up from their hometowns. A total of 110 are back," he said.

Yuan Jun, owner of a textile factory in Hangzhou, capital city of the province, explained the key issues that troubled him. "For us enterprises, the biggest task of work resumption is that our permanent employees are not able to go back, and it's difficult to find new ones currently."

They are not alone. During the back-to-work season, a lot of migrant workers are not able to return to work, thus, many enterprises are in lack of employees.

According to Ge Ping'an, deputy director-general of Zhejiang human resources and social security department, Zhejiang has a total of 19.84 million migrant workers, accounting for about 51 percent of the province's total employment.

In order to prevent and control the epidemic outbreak and help enterprises resume work at the same time, Zhejiang is making efforts in multiple ways.

From last week, Zhejiang has sent charter trains and buses to ferry back migrant workers to speed up the production resumption at local companies.

In the meantime, some businesses and companies in China have resumed work on the cloud. Many employers, as well as employees, have got familiar with telecommuting tools such as video conferences and online office kits.

International markets such as Yiwu International Trade Market and China Textile City, before its opening of shops offline, are making profits from orders online.

Flexible human resource management and sharing employees across industries are also making contributions.

In order to encourage the employment, local governments in the province are using financial support to help enterprises through the difficult time.

The city of Huzhou has established a special fund of 100 million yuan (about 143,000 U.S. dollars) for the work resumption of enterprises and factories.

"Both policy and wisdom are needed in work resumption," said Pan Helin, an expert in economics at Zhongnan University of Economics and Law.
